My understanding Susan is the DofJ could settle the suit without going to court as they did with Michael Flynn. As Mitchell Epner explained, a judge does have to review the settlement but the review is restricted to a very narrow question and does not address whether the payments are appropriate or not.
Apparently this is what fascists do per Anne Applebaum and Ruth Ben-Ghist - they use the National Treasury and any other assets (public lands, mineral reserves) to enrich themselves and their cronies. We probably should count the gold ingots at Fort Knox when we finally get Trump et al out (not that he will go willingly)- kinda like shaking down your dinner guests for the family silver.
