IDEA: Every time Trump loses an impoundment suit, the regime should be obligated to deposit a certain additional % of what was unlawfully withheld in a legal “swear jar” account as a deterrent. The $$ should come from his ballroom/assorted corruption slush fund. If it could be retroactive, we might even be able to subsidize the post office or something.
